Sex offender arrested for failing to notify of move | Crime
A convicted sex offender is back behind bars after deputies said he failed to notify them of a move.
Ray Charles Downs was arrested after Morgan County investigators found out he was not living at his registered residence on Hance Road.
Downs was located and taken into custody.
Downs was convicted of sexual abuse in 1998.
